Jeff Flake: Payroll-tax gimmicks hinder serious reform

House Republicans have worked hard this year to prove to Americans that we recognize the extent of our fiscal crisis. With tremendous political risk, Republicans passed a budget crafted by Budget Committee Chairman Paul Ryan that made tough, but necessary, decisions to corral out-of-control federal spending and bring about much-needed reforms to entitlement programs.

So after leading by example by embracing the Ryan budget, why are Republicans ending this year’s congressional session by passing another “now-you-see-it, now-you-don’t” temporary payroll-tax holiday? Because politics is dictating policy.

A year ago, Americans were told that a temporary reduction in payroll taxes would jump-start economic growth, improve the economy and put people back to work. This was misguided from the beginning. To begin with, temporary tax reductions don’t improve economic conditions. And make no mistake, this temporary reduction was always sold as a 12-month tax holiday. When short-term tax cuts expire, taxes go back up and the net result is effectively a non-stimulus. Don’t just take my word for it. Economic growth has been hovering between an anemic 1 and 2 percent.

How the payroll-tax holiday is “paid for” is another example in the art of congressional budgeting. Senate Democrats favored raising taxes on high-income earners as a spending offset. But they couldn’t get 60 votes in the Senate to pass it (thank goodness). House Republicans, on the other hand, opted for subterfuge, telling Americans that budget cuts will pay for a new payroll-tax holiday. Non-binding budget cuts that is, spread out over 10 years. That’s right, Congress is proposing to pay for one year’s worth of non-stimulative tax cuts with 10 years’ worth of budget cuts. Don’t get me wrong, I’m all for budget cuts. But budget cuts that kick in years from now aren’t really budget cuts. We’ve been down that road before.

Because payroll taxes fund the Social Security Trust Fund, another short-term tax holiday exacerbates the insolvency of the fund. It is pretty remarkable to see Democrats, self-proclaimed protectors of Social Security, so forcefully embrace blowing a huge hole in the Trust Fund, and Republicans, fierce critics of deficit spending (at least rhetorically), so willing to resort to gimmicks to mask larger deficits.

More than anything, the economy needs serious tax and regulatory reform, reform that would result in a permanent reduction in marginal rates for all income earners brought about by removing credits, deductions, loopholes and tax expenditures (like that envisioned by the Simpson-Bowles Commission). Ideally, capital-gains taxes would be eliminated for everyone, but at a minimum, the tax rates cannot increase.

America’s corporate-tax rate, currently the second-highest in the world, should immediately be reduced to 25 percent. Permanent reforms like these would unleash a torrent of economic activity and move the economy and unemployment rate in positive directions. Another round of a nickel-and-dime “now-you-see-it, now-you-don’t” tax holiday is misguided.

Calls Bill a “Crap Sandwich” 

WASHINGTON, DC –Today, Congressman Paul Gosar, DDS (AZ-01) voted to support the Fiscal Year 2012 Consolidated Appropriations Act (H.R. 2055). This bill averts a government shutdown while decreasing federal spending from over $6 billion from fiscal year 2011 funding. This legislation means the total annual discretionary funding for fiscal year 2012 is $95 billion less than last year’s budget – a victory for conservatives.

“I have consistently said throughout my time in Washington that the American people deserve more from their government. This bill is a crap sandwich! You definitely do not want to bite into it, you cannot stand the taste, but you know you have to eat it. I hoped that this bill would include far more cuts, greater reforms, and more regulatory relief. I’m disappointed that it does not! Let me be the first to admit, this legislation is far from perfect! It does however inch us forward towards our ultimate goal of restoring fiscal sanity. 

It is important to remember that conservatives control just one-half of one-third of the federal government. We are a vocal and influential minority. Tough decisions have to be made and included in this bill are key provisions to strengthen our national defense and border security. In addition, it defunds several portions of Obamacare and supports important forest health initiatives.” 

H.R. 2055 makes important cuts while ensuring our service members abroad and the brave national guard and border patrol here at home have the resources they need to protect our country. Additionally, it provides badly needed transparency and conditions on foreign aid, will provide the resources necessary for wildfire suppressions and prevention, and facilitates increased economic development on public lands, like grazing.

Congressman Flake Votes for a Tax Hike and Against American Jobs

“Handing out billions of dollars in federal subsidies to an industry that ought to be capable of standing on its own is fiscally irresponsible,” said Flake. “The ethanol industry has cost taxpayers billions of dollars and been shielded from competition for long enough.”

The National Football League (NFL) today announced that music icon Madonna will be performing at the 2012 Super Bowl Halftime Show. If the cost of recent years’ halftime spectacles are any indication, Madonna’s performance could cost in the ballpark of $5 million.

The U.S. is so broke that based on the average cost of a 15-minute halftime show, Madonna would have to perform for 85.6 years before our massive $15 trillion debt could be paid off.

“If Congress could get serious about tackling the debt, it would be just Like a Prayer,” said Flake.

Cardon: Super Committee Fails Yet Congress and President Won’t Take a Pay Cut!

According to a retail traffic counting service, $11.4 billion in retail purchases were made on “Black Friday” this year, which represents a 6.6 percent increase from last year’s busiest shopping day of the year.

The U.S. is so broke that even based on the huge amount of Black Friday sales this year, our outlandish federal debt of $15 trillion could pay for all the items purchased on 1,315 Black Friday shopping days.

“ ‘Shop ‘til you drop’ can’t be a mantra for offering plans to fix our fiscal woes,” said Flake.

Guest Opinion: Wil Cardon: ‘Washington, Insanity and a New Direction’

Albert Einstein never experienced 21st century Washington politics, yet he perfectly described the current state of things; insanity. The genius reportedly wrote, “Insanity: doing the same thing over and over again and expecting different results.”

So it goes in Washington, where each election cycle the same set of career politicians claim they can solve the problems that have been plaguing our country for far too long. These same career politicians have been in Washington so long that they can no longer see that they have become the problem.

As a fifth-generation Arizonan and a businessman who has made a career out of solving critical problems, I believe we must break this cycle of insanity. It is time to get different results not through a wing and a prayer, but by seeking a new direction, a path marked by fixing the economy, creating jobs, cutting spending, ending Washington’s credit card mentality and securing the Arizona border.

That’s why I’m running for the United States Senate.

I’m running because Washington needs business owners who have balanced budgets for a living, made tough spending choices and signed the front of a paycheck, not just the back. I’m a husband and the father of five small children. I’m the son of a small business owner and the grandson of a blue collar oil distributor. Hard work runs in my veins. I believe in the American Dream because my family has lived it.

I am, simply put, the exact opposite of the career politicians who have failed our state and our country.

These creatures of Washington prattle on for hours about the plight of average Americans. They offer up endless talking points about jobs that have vanished, home values that have plummeted and our crisis with debt. They have theories about how to fix these problems, white papers from think tanks and advice from lobbyists. What they don’t have is any grasp of the world beyond Washington.

A state like Arizona where struggle isn’t a talking point and where we face the very real possibility that for our children the American Dream will be exactly that; a dream.

We need a Senator in Washington who understands how to create jobs because they have done it. We need someone who is not part of the political machine and who has no interest in being a career politician. We need a Senator driven to take action, who understands that our border must be secure, and that it is imperative that we find a real solution for illegal immigration.

The old way of doing things – the Washington way – has been a dismal failure. The power of outsider leadership lies in seeing fundamental problems from new angles and in charting solutions that mark a new direction. I have run a successful, debt-free business and helped create thousands of jobs. I’ve balanced budgets for a living and done more with less. I will take these skills and fiscal discipline with me to Washington and use them to help get our country back on its feet.

Never before in American politics have we needed a new direction more. That new direction needs to begin in Arizona, where business as usual has squandered wealth, reduced opportunity and helped no one but politicians who want us to do it all over again.

I’m not willing to stand for that. I hope you’re not either.

Travis Grantham: Supercommittee is a Super Bust

“It was a disgrace when Congress chose to sidestep making tough decisions on spending and create the Super Committee. Every member who supported the concept abdicated their responsibility in serving the people who elected them. That vote and the subsequent creation of the Super Committee was a gutless act that was doomed from the start.

The Super Committee has been completely ineffective and unable to resolve the tough spending issues that Congress as a whole could not and would not address. Even worse, the Super Committee has shut down two days before the deadline. One has to ask, is there any elected official from President Obama thru Congress that has the guts and leadership ability to address this difficult issue?

I cannot understand how Congress and the President have twice thrown their hands up and said we can’t do this. Now, due to the inability of the Super Committee to find any common ground, Medicare and our military will face significant cuts and our 15 trillion dollar debt will continue to grow. This is unacceptable.

We must elect leaders who understand how to balance a budget, who don’t quit when the going gets tough, and who rise to the occasion and find solutions to our country’s pressing issues.

Passing the buck, which has now happened twice, is not what the American dream is founded upon. It certainly is not what the American people expect from their leaders. As a candidate for congress and a Captain in the Arizona Air Guard, I can only offer this advice to the so called leaders in Washington, you do no justice to the titles and responsibilities bestowed upon you by the citizens of your states and districts by retreating. The failure of the super committee is a slap in the face of all Americans. Irreparable harm can and will be done by not making tough decisions, not doing the peoples work, and by not getting our country’s reckless spending under control.”

According to the American Farm Bureau Federation, the average cost of this year’s Thanksgiving Day dinner for 10 people will be $49.20, or $4.92 per person. The surveyed shopping list includes quantities of turkey, bread stuffing, sweet potatoes, rolls with butter, peas, cranberries, a relish tray of carrots and celery, pumpkin pie with whipped cream, and beverages of coffee and milk sufficient to serve a family of 10.

The U.S. is so broke that based on the estimated cost per person of this year’s Thanksgiving dinner, our outlandish debt of $15 trillion could feed approximately 3.05 trillion people. That’s more than 448 times the entire world’s population.

“Congress needs to talk turkey about our nation’s fiscal woes – we can’t keep riding the gravy train,” said Flake.

“As we go into the holiday season, hardworking Americans are hoping that the New Year will bring new opportunities and new success for our nation’s economy.

As an outsider sent to Washington to bring a new perspective, I am frustrated that politics as usual has gotten in the way of such a solution being offered. Too many in the federal government have lost sight of the real problem. The problem is the continued business as usual mentality, and many in positions of power in the federal government are to blame.

The answers to our problems are not more government picking of winners and losers, more government bureaucracy, or more government spending.    The solution requires government to get out of the way of Main Street America and to tighten its own belt.

I’ve repeatedly said that tough decisions would have to be made and meaningful reforms brought to the table to solve our current spending crisis.  I am disappointed that this group was not able to meet this challenge.

Despite today’s setback for our country, I remain as committed as ever to fighting the Washington machine and advocating on behalf of my constituents for real, common-sense solutions that will restore fiscal sanity and ensure prosperity for future generations.

Super Committee admits failure in meeting November 23rd deadline
