Superintendent of Public Instruction John Huppenthal Announces Initiative to Promote Civic Literacy for Arizona Students
ADE to Spearhead New “American Heritage – Arizona Centennial Initiative”

Phoenix, AZ, December 7, 2011– Today, on the 70th anniversary of the attack on the United States Naval Base at Pearl Harbor, Superintendent of Public Instruction John Huppenthal announced a new Arizona Department of Education Initiative designed to help Arizona’s children learn about their rights, roles and responsibilities as American citizens. The new “American Heritage – Arizona Centennial Initiative” will help strengthen our students’ civic literacy as American citizens and learn about Arizona’s unique heritage and the important role that our veterans have played in securing our precious freedoms.

“As Americans, we enjoy our freedom and the rule of law through the visionary documents that our Founding Fathers created,” said Superintendent of Public Instruction John Huppenthal. “As educators, we play a special role in helping our children learn about their rights, roles and responsibilities as American citizens. This is critical to helping each generation sustain and strengthen these values that define the United States.”

This new initiative of the Superintendent’s Office will launch in 2012 in conjunction with Arizona’s Centennial and will bring the tools and resources together for our state’s teachers and schools to highlight important historical and civic concepts during their normal course lessons and will help bring the unique perspectives of our nation’s veterans into the classroom.

In support of the Superintendent’s “American Heritage – Arizona Centennial Initiative,” the Arizona Department of Education will:

  • Create a dedicated page on its website to host partner information and resources that schools can use for lesson plans, curriculum and veteran classroom or assembly visits
  • Design and distribute via electronic media materials for schools to use in conjunction with the Centennial celebration
  • Produce and host on the website video messages from the Superintendent, veterans and historians that can be shown in schools and classrooms
  • Identify opportunities for veterans to be brought into schools and classrooms to speak to students

John Huppenthal was sworn in as Arizona’s 19th Superintendent of Public Instruction on January 4, 2011. During his 26 years in public service, he has established himself as one of Arizona’s leading education reformers. As a state legislator, he successfully authored and passed over 200 bills, more bills than any other legislator in state history. A substantial number of those bills focused on improving education. For each of his 18 years in the state legislature, Huppenthal either served on or chaired education committees, most recently as the Chairman of the Senate Education Committee.

Tax credit scholarships encourage big dreams

Jorge has big plans. A senior at Glendale Christian Academy, Jorge has set his sights on earning a degree in business management and then starting his own business. He looks forward to using his music skills one day to help underprivileged children by offering music lessons.

Jorge and his mother, Lydia, say these goals wouldn’t be possible without his scholarship to attend Glendale Christian, granted by one of Arizona’s School Tuition Organizations and made possible through the state’s scholarship tax credit program. Married couples filing jointly can receive a tax credit on donations of up to $1,000 to scholarship organizations. Corporations can also receive credits for donations.

In 2010, Arizonans donated over $43 million to scholarship organizations, who then awarded 26,453 scholarships to students.

Research indicates these scholarships help students with financial needs. A study that included nearly 80 percent of all 2009 scholarship recipients found that recipients’ median family income was almost $5,000 lower than the U.S. Census Bureau’s statewide median annual income for Arizona. In addition, recipients’ median family income was nearly $5,000 lower than the median incomes in recipients’ neighborhoods.

Researcher Vicki E. (Murray) Alger writes, “[A] higher proportion of scholarship recipients come from families whose incomes qualify them as poor (at or below $20,050 for a family of four) than the U.S. Census Bureau statewide average.”

Scholarship-granting organizations depend on the generosity of individuals who want all students to succeed. The tax credit program gives Arizonans the opportunity to give students a chance at a bright future.

AG Horne to Defend State Elections Law Before Arizona Supreme Court

PHOENIX (Monday, December 5, 2011) — Arizona Attorney General Tom Horne will argue Tucson v. Arizona before the Arizona Supreme Court at 2:00 p.m. Tuesday, December 6, at the Thunderbird School of Global Management in Glendale. The case centers on a 2009 state law, A.R.S. 9-821.01, a law requiring cities to have non-partisan elections and prohibit some at-large elections.

The prohibited system, now used in Tucson (but this statute would also prevent other cities from adopting that system) tends to disenfranchise voters in districts where the majority is different than the overall majority in that city. In a number of districts, the voters have been represented by someone who lost in their district.

Earlier, the state Court of Appeals ruled in favor of Tucson’s argument that this was purely a local matter and the Legislature had no right to pass laws on the subject. The Arizona Supreme Court granted review, and Horne will argue that the State does have a legitimate interest and that the statute is valid.

Washington, D.C. - Republican Congressman Jeff Flake, who represents Arizona’s Sixth District, today illustrated the size and scope of the growing national debt.

The National Football League (NFL) today announced that music icon Madonna will be performing at the 2012 Super Bowl Halftime Show. If the cost of recent years’ halftime spectacles are any indication, Madonna’s performance could cost in the ballpark of $5 million.

The U.S. is so broke that based on the average cost of a 15-minute halftime show, Madonna would have to perform for 85.6 years before our massive $15 trillion debt could be paid off.

“If Congress could get serious about tackling the debt, it would be just Like a Prayer,” said Flake.

Along with Senators McCain and Rubio, Congressman Flake introduced H.R. 634, the Debt Buy-Down Act, which allows taxpayers to designate up to 10 percent of their federal income tax liability to reduce the national debt.  The bill then requires Congress to reduce federal spending by that amount.  More information on the Debt Buy-Down Act can be found here.

Calls for the Arizona Legislature to Stop Killing Jobs by Raiding the HURF

(PHOENIX, AZ) We Build Arizona, a statewide coalition of job creators, launched a media campaign calling upon the Arizona Legislature to stop killing job creation by raiding the HURF. Over 43,000 jobs in Arizona have been lost due to the legislature’s raiding of these funds.

“A good transportation system is needed to manage future economic growth,” said Ryan Mackey of We Build Arizona. “The politicians in the Arizona Legislature have been raiding the HURF for 11 years and it must stop so we can put Arizonans back to work and keep Arizona families safe on our roads.”

The statewide media campaign includes television, radio, social media, and direct voter contact to educate Arizonans on how the politicians in the Arizona Legislature have cost our state over 43,000 jobs while putting the safety of Arizona driver’s at risk.

“The raiding of the HURF didn’t start because the economy went south,” said Gary Haydon of We Build Arizona. “The politicians in the state legislature have been using the HURF for their own political benefit, not for what it is intended. If they are unwilling to fix their mistakes, then we will take their raiding of funds and killing jobs directly to the voters by placing an initiative on the 2012 ballot.”

We Build Arizona is a statewide coalition of businesses and organizations dedicated to creating jobs by protecting and growing state and local infrastructure funding. Just a little over three years ago, 56% of Arizona voters decided to add these 20 simple words to our state Constitution:

Only a union of one man and one woman shall be valid or recognized as a marriage in this state.

While the marriage amendment victory was a critical step to protecting marriage in Arizona, we would be foolish to think our work is done to ensure marriage is never redefined. A recent poll from the liberal Public Policy Polling group claims a smaller margin of Arizona voters now support traditional marriage – 45% say same-sex “marriage” should be illegal, and 44% say it should be legal. Their poll also says that a majority of voters think that Arizona should establish marriage counterfeits like domestic partnerships.

Of course, the poll did not ask whether marriage should be defined as only the union of one man and one woman. The questions were not exactly neutral, and the polling company typically works for those who want to redefine marriage. The obvious intent is to begin laying a foundation to ask Arizona voters to redefine marriage in the next ten years or so.

The poll shows the “never give up” commitment of marriage opponents to eventually win on the marriage issue. These organizations are well funded and are well organized. Marriage opponents will be out registering voters and working hard to influence the 2012 elections. At CAP, our team will never let our guard down in our stand to see marriage stay the union of one man and one woman.

These programs allow you to give a gift up to a certain amount to schools and non profit organizations and receive a dollar-for-dollar tax credit back for your gift. Here are a few ways to give, and some organizations that have really made a positive impact on our community:

  • Public School Tax Credit: Individuals can receive a tax credit for donations up to $200 and couples up to $400 that go towards extra curricular programs at public or charter schools. Consider giving your public school tax credit to schools in impoverished areas of our state. One to consider is Fay Landrum Academy in south Phoenix.
  • Individual Tax Credit: School Tuition Organizations like Arizona Christian School Tuition Organization (ACSTO), Tuition Organization for Private Schools (TOPS), and Arizona Private Education Scholarship Fund, provide scholarships to thousands of families to choose a private school that best meets their children’s needs. Individuals can receive a dollar-for-dollar tax credit on gifts up to $500, and married couples up to $1,000. Click here to view a complete list of School Tuition Organizations.
  • Charitable Tax Credit: Like the public school credit, individuals can receive a dollar-for-dollar tax credit for gifts up to $200 and married couples can receive a tax credit for gifts up to $400. Or consider supporting Christian Family Care and their work to find homes for kids in foster care through their Connect One program. Guest Opinion: Winner of Arizona Senate Recall: Immigration Law Not the Issue

Very interesting perspective on the election of Jerry Lewis in the recent recall election. The article, appearing in Human Events, was written by Political Editor, John Gizzi, who explains that liberals are all wrong about the conclusion of Lewis’ win.

There are plenty of new revelations in the article that I certainly missed during the campaign leading up to the election. In fact, Mr. Lewis’ comments in this article completely validate my earlier points that the recall was overwhelmingly about style over substance. Given Lewis’ comments in this article, I have to wonder if Randy Parraz and fellow recallers now regret their decision to help Jerry Lewis get elected?

Here is that article:

Since the nationally watched recall election last month that resulted in the ouster of the architect of Arizona’s controversial illegal immigration law, the liberal media has been claiming a major victory. Because former State Senate President Russell Pearce was a conservative Republican, goes the crowing from the Left, his defeat was a blow to the Right and to SB 1070, the Pearce-crafted measure signed into law by Republican Gov. Jan Brewer last year that permits police to ask for immigration papers if they have “reasonable suspicion” someone is in the U.S. illegally.

But that analysis and conclusion over what happened in Pearce’s Mesa district Nov. 8 is pure moonshine.

Veteran state legislator Pearce was ousted by a fellow conservative stalwart named Jerry Lewis. When we got done repeating all the quips about his being mistaken for the world-famous comedian, and how he met up with the former Arizona state treasurer named Dean Martin (“Arizona’s own Martin and Lewis team”), the 55-year-old Lewis told HUMAN EVENTS last week about his own conservative philosophy, and what led him to finally run in the race after initially saying, “No way.”

“When [Pearce] was exploring a bid for Congress for the seat of Jeff Flake [who is running for the U.S. Senate], a number of people urged me to run for his state senate district,” said Lewis, a nine-year stake president in the Church of Jesus Christ of Latter Day Saints and superintendent of the Sequoia Choice Arizona Distance Learning charter school. “I said, ‘No, thank you,’ that I wasn’t a politician and wasn’t interested in running.”

Earlier this year, Pearce opted against a congressional race. But a movement known as Citizens for a Better Arizona secured thousands of signatures from voters, surpassing 25% of those who voted in the last election, as Arizona law requires for a recall, and thus placed question of his continued tenure in the senate on the November ballot.

Regarding the recall movement, Lewis told us: “I never supported it and would not sign the petition. I felt that whatever people thought of the incumbent, he had not violated any laws, and you knew where he stood.”

Lewis decided to run, he told us, “Because I saw too much time and money spent by politicians attacking one another, and too little attacking issues voters cared about.” He added that his much-voiced distaste for career politicians finally convinced him “to step up to the plate and do something about them.” Pearce, a former deputy sheriff, has served in the state house and senate, and was once state motor vehicles commissioner.

In campaigning for Pearce’s seat, Lewis emphasized the themes of the economy and employment, calling for lower taxes—the legislature’s vote to reduce taxes on corporations was “a step in the right direction,” he said—and eliminating regulations that keep businesses from creating jobs in the state. In addition, the longtime charter school leader called for greater choice for parents in education.

Did he oppose the immigration law that is Pearce’s signature cause? Lewis replied without hesitation: “No, not at all. [SB 1070] certainly raised the specter of awareness on this issue among voters, and it was a proper response to the problem, considering that no one else—no one at the federal or state level—is doing anything about the problem.”

But, he added, “I still believe it wasn’t a balanced approach. Before taking a step like this, I would have said, ‘Secure the borders first.’ And then our congressional delegation has to force the issue and engage the federal government in stopping illegal immigration.”

Lewis said that as much as voters agreed with 1070, many also felt that Pearce was focusing too much on illegal immigration and not enough on jobs and the economy. Last month, Lewis unseated Pearce with 54% of the vote. When he was sworn in days ago, Lewis formally declined to participate in the pension program for state legislators, saying that voters should not be burdened with paying for his retirement.

The inevitable final question from us was whether, with such a recognizable and well-liked name, would Jerry Lewis consider a bid for higher office?

“No way,” he shot back. “I’m not a career politician, remember?”

Governor Brewer Applauds Appeals Court for Affirming Dismissal of Escobar Challenge to SB 1070

PHOENIX – Governor Jan Brewer today commended the U.S. Ninth Circuit Court of Appeals for affirming the Federal District Court’s dismissal of the challenge to SB 1070 that was filed by Tucson police officer Martin Escobar. In August 2010, Federal District Judge Susan Bolton dismissed the Escobar challenge for lack of standing.

“I am pleased with today’s decision by the Ninth Circuit affirming the dismissal of this case challenging SB 1070,” said Governor Brewer. “I’ll continue to defend the State of Arizona’s duty and obligation to protect the safety and welfare of its citizens.”

Escobar is a Tucson police officer who filed a lawsuit claiming that enforcement of SB 1070 would violate the rights of Latinos. He alleged that he may be subject to civil liability for violating the rights of others in enforcing the Arizona immigration law, and additionally asserted that he would be subject to discipline by his employer and potential civil lawsuits if he failed to enforce SB 1070. The Federal District Court dismissed Escobar’s case, a decision now affirmed by the Ninth Circuit Court of Appeals.

The Arizona Legislature enacted SB 1070 primarily to require that Arizona’s law enforcement officers cooperate in the enforcement of federal immigration laws. Special protections were included in the law to safeguard against racial profiling. SB 1070 was duly-passed by the Arizona Legislature and signed into law by Governor Brewer in order to protect the citizens of Arizona from the federal government’s failure to enforce the immigration laws.

Congressman Flake Praises Senate Passage of Kirk-Menendez Amendment Targeting Central Bank of Iran
Flake Has Introduced Similar Legislation in the House

Washington, D.C., Dec 1 – Republican Congressman Jeff Flake, who represents Arizona’s Sixth District, today praised the passage of an amendment to the National Defense Authorization Act (S.1867) offered by Senators Mark Kirk (R-IL) and Robert Menendez (D-NJ) aimed at preventing Iran from acquiring nuclear weapons by prohibiting foreign financial institutions that do business with the Central Bank of Iran – the financier primarily responsible for facilitating Iran’s illicit activities – from opening or maintaining correspondent operations in the United States.

The International Atomic Energy Agency issued a report on November 8th that found Iran has developed technologies and conducted research to produce nuclear weapons and deliver them. In response, the United Kingdom and Canada levied economic sanctions on Iran’s Central Bank.

“Every day that Iran has access to Western capital brings them closer to making their nuclear aspirations a reality. The Kirk-Menendez amendment will severely limit funding sources for Iran’s nuclear weapons program, and is one of the few steps remaining at our disposal to stymie this dangerous threat to the U.S., Israel and the rest of the Middle East,” said Flake. 

Last week, Congressman Flake along with Congressman Mike McIntyre of North Carolina introduced H.R. 3508 which, like the Kirk-Menendez amendment, would levy economic sanctions on foreign financial institutions that conduct business with the Central Bank of Iran.

These sanctions would include a prohibition on the opening or maintenance in the U.S. of an account by a foreign institution that does business with the Central Bank of Iran and would freeze any assets in the U.S of those institutions. In an effort to avoid a dangerous spike in oil prices, transactions pertaining to petroleum would be subject to sanctions six months after the legislation takes effect. The legislation also contains a national security waiver and a provision to ensure efforts to deliver humanitarian aid to Iran are not hampered by the sanctions law.
