Arizona ‘Independent’ Redistricting Commission Picks Leftist Progressive Firm to Map Arizona Lines


The Arizona ‘Independent’ Redistricting Commission voted today to hand off the task of mapping the new electoral district map to leftist progressive Washington, D.C. based firm called Strategic Telemetry.

The vote was 3-2 with Colleen Mathis, the so-called ‘Independent’ Chairman, voting with the leftist Democrats. (View Colleen Mathis initial application.)

Given Arizona’s latest voter registration data, one would think that the Chairman would have sided with the Republicans on the commission. Republicans currently lead in voter registration with Independents following in second place. Democrats have been left to wallow in third place, third party status.

Nevertheless, the vote went with the leftists on the commission leading some to believe lawyers are already lining up to challenge whatever is crafted by the leftist firm which only works with progressives.

As microtargeting has become an indispensable tool for political campaigns, operatives are learning to harness the power of predictive analytic techniques to analyze and model voters’ attitudes and behavior. Campaigns increasingly deploy these data to identify receptive voters and to devise effective communications and mobilization techniques.

Ken Strasma, president of Strategic Telemetry and the national target director for Obama’s 2008 presidential campaign, is a pioneer in the application of high-tech statistical modeling for political campaigns. His Washington, D.C.–based firm, launched in 2003, has led numerous campaigns to victory, including many Democratic campaigns as well as New York City Mayor Michael Bloomberg’s 2009 re-election campaign.

In February, 2010, Strasma wrote a guest opinion for Campaigns & Elections entitled, “Targeting the Most Unusual Electorate in America.” In that piece he wrote:

“Bloomberg’s decision to switch his party affi liation to independent, and his progressive positions on most issues was what led many Democratic consultants, including my firm, Strategic Telemetry, to support him.”

In another expose about Ken  Strasma that appeared in Fast Company, his bio description reads:

“Ken Strasma, 42, focused on microtargeting as research director of the National Committee for an Effective Congress, a progressive lobbying group. He now heads targeting efforts for Barack Obama’s campaign.”

Strategic Telemetry’s Facebook page gives the company overview as follows:

“Strategic Telemetry provides data analysis, strategic advice and statistical modeling of individual-level voting behavior to progressive organizations and campaigns.”

In a March 1st post on The Daily Kos titled, “Some Wisconsin Democratic senators looking to return, recalls loom” Strategic Telemetry is cited as asserting:

“Further, a micro-targeting firm called Strategic Telemetry, run by President Obama’s 2008 campaign micro-targeter, suggests that there are twice as many Wisconsin residents willing to sign a recall petition against Walker as would be necessary to make such a petition valid.”

The Atlantic also wrote an article about Strasma and his company in February in which it discussed a potential recall effort of Wisconsin Governor, Scott Walker:

“34 percent of Wisconsin voters would sign a petition to recall Walker, according to a survey of 806 voters by Strategic Telemetry, the Democratic polling and microtargeting firm run by Wisconsin native Ken Strasma.”

“One big caveat: Strasma is a Democratic strategist who has done microtargeting for the presidential campaigns of Barack Obama and John Kerry. While he told me he conducted this poll on his on initiative (not at the behest of a Democratic client), it’s worth keeping in mind that the poll appears designed for news value.”

and,

“Strasma e-mails to say the GOP senators in his poll are eligible for recall: ‘… the eight GOP senators listed are the ones subject immediate recall. WI has staggered four year State Senate terms, so half of the Senators are up each year. The eight who were first elected or reelected in 2008 are subject to recall at any time. The ones elected in 11/10 would not be subject to recall until 1/12.'”

There is plenty more information available on Strategic Telemetry’s website to document the firm’s involvement in controlling progressive politics in the United States.

I have to imagine that the reason why the Arizona Independent Redistricting Commission spent hours in Executive Session today was to battle over the hard reality that a 3rd party ranked Democratic party was about to decide on selecting one of the most leftist leaning redistricting firms in the country and the Republicans on the commission were doing everything in their power to keep that from happening. This information on Strategic Telemetry had to have been available to them and they must have made every effort to smack some sense into Colleen Mathis before she sided with the minorities on the commission.

I would expect the attorneys are already preparing for the legal battle that is certain to ensue and certainly with good cause.

If you haven’t already called your elected officials to complain about this trajectory toward electoral injustice, I urge you to do so quickly.

UPDATE: (July 6, 2011)

On April 20, 2011, the Arizona Independent Redistricting Commission interviewed and selected Raymond F. Bladine to the position of Executive Director of the commission. Bladine had previously applied for the position of Chairman of the commission. Here are the minutes to that meeting. What is interesting about the process is that Colleen Mathis, the Chairman, actually made the motion for unanimous approval of Bladine to the position. (This is unusual since Robert’s Rules of Order calls for a member other than the chairman to make nominations.) Here is Bladine’s original IRC application.

    Why hasn’t any qualified person investigated the political background of the “independent” fifth member of this questionable commission? Rumors have implied that her history is far left of left.

    The redistricting work that will come out of this commission will have to stand for the next ten years. The dimocrats have made it perfectly clear they intend to use it do neutralize the impact of conservative voters in Arizona.

    This situation screams out for formal scrutiny.

  2. Tea Party take note! This redistricting process will carve the Legislative and Congressional Districts in Arizona for the next 10 year – or will force the process into the courts for them to draw. Do you really think the courts will give the Republicans a fair shake?
    We need to protest this commission and loudly demand that they listen to our input on the districts. Republicans cant just sit back and wish for the best. Call them and tell them that they need to recognize the voters and hold real public hearings soon. The deadline is October and they may only hold a couple of public meetings in Sept to discuss options and then they will run out of time and say, “Oops, we dont have time to discuss this any further. We will just go with the recommendation from the Democrat mapping firm.” Republicans will lose out in district after district.
    Why arent any politicians talking about this? Is this another one of those secret deal issues that the “leaders” wont tell us about until after it is done?

  6. The real problem is too many of Arizona’s citizens want to “democratize” our state. There are too many initiatives that go to the ballot in the form of “popular” propositions. We are guaranteed by the U.S. Constitution to have a republican form of government (that’s with a little “r” not a capital “R”). Unfortunately, many initiatives have destroyed that guarantee. With propositions like Prop 105 the citizens have taken over the lawmaking process and the appropriations process of state government, handcuffing legislators in carrying out their constitutional responsibilities. If you have problems with legislators there is a legitimate process to get rid of them–it’s called an election and it’s held every two years. Instead, citizens have bastardized the process with initiatives that destroy the legislature’s ability to make changes as they are needed. The initiative to put redistricting in the hands of an “independent” commission is another example of good intentions gone horribly wrong.

    @RonJ – Maybe if the legislators hitched up their pants like men and did their jobs, those stupid voters wouldnt have any arguments to push initiatives and take their power away.

    By the way, belly aching about how wrong it is that this commission has power does absolutely nothing to fix the problem of districts drawn to Democrat advantage. Pick up the phone and voice your opinion on how they need to respond to the people, even Republican people. You have very little time people, the future of voting districts in AZ is on the line.

  10. @Ron J – Now that I am on this soapbox, I gotta air this out. If the lazy, stupid, incompetent and feckless legislators took their jobs seriously, they would start in Jan and line up hearings on real issues and conduct transparent, rational paths to legislation instead of spending months crafting secret deals in back rooms so they can get their pet bills passed in May. By the way, since they spend all their time trading horses to get these deals, they dont start serious discussions about the budget until April!. That is piss poor performance, even for volunteers and yet these clowns get paid.
    If they had crafted rational budgets in years past, then maybe the voters, and leftist activists would not have had much of an argument for the slew of voter initiatives that mandated spending on all those specific programs that now hamstring the legislatures ability to retool budgets.

    Depending on which of the many faction of “conservative” you are, you may be a big fan of Kirk Adams. Kirk ran for Speaker with a document outlining all kinds of reforms for the legislature including transparence and cooperation and a bunch of quaint ideas about doing the job right. That document went into the crapper the minute he took the speakers gavel because the place was so corrupt and backwards that there was no way to make an inch of progress on Kirks great Jerry Maguire memo.

      @Language matters: May I respectfully disagree with your description of ‘Progressives”? Let me explain, and perhaps we can come to a mutual agreement. Communists, or Neo-Marxists, as I call them, are committed to a one world socialist order with the ‘Proletarians’ (the Worker Class) in control. Of course though they believe in ‘equality of all’ as stated in the Communist Manifesto, ‘Some are more equal than others. They are the ones entitled to special perks of their job.

      Progressives however, are the ‘Elites’ in our society, that is to say the super-wealthy, intellectuals, and the artists, a special fraternity of industrialists. They ALSO believe in a world-wide socialist order… for the rest of mankind! After all, they will be in charge of the system. And naturally they will have ‘Perks’ befitting their station in life, and their wealth.

      1. Elimination of the deductibility of Corporate ‘Charitable Contributions’. Much of these simply go into Foundations set up by these same Corporations, for the purpose of saving Billions of dollars in taxes and retaining control by these Corporated leaders like the Bill & Melinda Gates Foundation, Ford Foundation, etc.

      2. Establishment of a “Para-Military” civilian police force at the National level, with as much funding and power as the real military. Such a force would be very dangerous to the “Progressives” who have been very successful of keeping OUR REAL military stationed overseas, fighting wars to promote and preserve a ‘Global’ economic system. The Progressives greatly fear such an ‘in-country’ force, not because of the threat to populace, but the direct threat to them!!

      Clearly Obama, Ayers, Doehrn, Van Jones, Richard Trumka, and Andy Stern are “Neo-Marxists”. The “Progressives” include the Globalists we all know, like George Soros, Bill Gates, Warren Buffet, and the political leaders that support their agenda like John McCain and Dick Armey.

      Both camps want ‘Socialism for the masses’, while giving them an illusion of freedom; and they promote ‘Globalism’ and elimination of US Sovereignty. So they work together on these matters while doing battle under the surface for ultimate control.

      And NO! This is not ‘Conspiracy Theory’. Since they make their objectives quite clear and open and when members of each group have the same philosophical mindset, their actions naturally will be working towards the same ends without any coordination or ‘conspiracy’. Glenn Beck has made great strides in exposing their words and actions. Think we can find common agreement?

    Mrs. Mathis and her attorney & Democrat activist husband loved contributing to Andrei Cherney and to Arizona List PAC, last cycle. At least according to the Campaign Finance reports. So her husband Chris is a registered Democrat, is supporting two Democrats and a Democrat Super Pac, while Colleen supports Cherney and Arizona List PAC. But SHE’S an “Independent” with no ‘ulterior’ motives??

    Well here is question 6 from her October 12th application to be on the Independent Redistricting Commission:

    “Is there ANY* possible conflict of interest or other matter that would create problems or prevent you from fairly and impartially discharging your duties as an appointee to the Independent Redistricting Commission?” Naturally, Colleen answered in the negative, after she stated that she was an Independent

    There is no doubt in any honest person’s mind that she was a plant, or a “ringer” on the Commission for the Democrats. This is precisely why we must return this process back to the legislature, that is IF the Republicans have a ‘pair’ and are willing to do battle with the Dems and Progressives in the GOP?
