Sonoran News calls out Rep. Barto on missing the Sanctuary City vote

Another unfortunate thing about not passing the Sanctuary City bill is it would have ensured that Sheriff Arpaio’s illegal immigration enforcement funding cannot be taken away, as Napolitano has done to him. The Sanctuary Six Republicans who refused to vote on HB2280 really hurt our state when it comes to illegal immigration enforcement.  Sonoran News has an article discussing Rep. Barto’s failure to appear for a vote on the bill. They discovered that this is not the first time Barto has avoided voting on an illegal immigration bill – which has the same effect as a no vote. Here is what they found -

During the 2006 legislative session, Barto voted “present” on House Bill 2577 (illegal aliens; employment; verification) and failed to vote during the third reading.

Barto refused to vote on HB2580 (illegal aliens; serious felonies; bail).

Barto voted “present” on Feb. 6 on HB 2582 but then refused to vote on March 9, while finally voting “yea” a few days later.

She voted “present” on HB 2837, an anti-sanctuary bill, later voting against it.

Initially Barto voted “present” on another bill, dealing with illegal aliens and trespassing, but later voted against it.

Arizona Pro-Life News

Arizona made pro-life history within the last few days when Governor Jan Brewer signed several major pro-life bills. After many hard-fought years, the pro-life community was finally successful in seeing three pieces of legislation passed. The legislation included a tightening of language related to partial birth abortion, parental consent and a woman’s right to know bill. Much of the credit goes to Cathi Herrod of the Center for Arizona Policy and Ron Johnson of the Arizona Catholic Conference. These bills have been in the works for many years but have always run into trouble with pro-abortion committee chairmen or a pro-abortion governor. This is one instance where I proudly salute Governor Jan Brewer for finally signing these bills into law. This is clearly a case where the law has finally caught up to the science and human rights have prevailed.

At the federal level, Congressman Trent Franks hosted a recent event on Capitol Hill in which he helped debut a documentary exposing the racists roots of the abortion industry. In a write-up in World Net DailyJanet Porter (who will be here next month for the annual Arizona Right to Life Conference) writes that Congressman Franks has sponsored the Prenatal Nondiscrimination Act (PReNDA) as part of an effort to educate those members of society who have been targeted by the abortion industry. Porter writes:

The word Maafa in the movie’s title means: “African Holocaust” or the “Holocaust of Enslavement.” The 21 refers to this holocaust in the 21st century.

It was shown on Capital Hill a few weeks ago, and several staff members from the Black Caucus responded to the invitation. One left in tears. She said she came with one “mindset,” but was leaving with a changed life. She hadn’t realized just how committed the abortion movement was with the elimination of her race.

Social Security Administration Junket – Money Well Spent

 

Huge hat tip to Josh Berstein at ABC15 for his coverage of the recent Social Security Administration conference/junket at the posh Arizona Biltmore Resort.

This event was held for top SSA managers to help them de-stress over the wages of doing their job. Of course, you paid for it.

I for one am outraged by the use of my tax dollars going to a federal agency which will NOT be around when I retire. With the Obama Administration throwing trillions of dollars toward every other new government program while Social Security goes bankrupt, what makes them think that these new programs will be run any more efficient?

I for one am a part of the growing Opt Out Movement which believes that our government is on the verge of a massive failure. When the ship goes down, I don’t want to be anywhere near it.

Taxpayer Protests – This Friday!

To Arizona Taxpayers and Tea Partiers:

The Arizona chapter of Americans for Prosperity is joining the National Tea Party Protest Day this Friday (July 17) with protests at the offices of key members of Arizona’s Congressional delegation.

The leftists in Congress are twisting arms right now, trying to complete the national government’s takeover of American health care. The same folks who have taken over private banks and the auto industry now want to take over even more of the health care sector. The same folks who make you wait in line at the Post Office want to create a system in which you will have to wait weeks, months, or even years for life-saving or life-improving medical services.

Some of the central planners in Washington want to give government the power to say which doctors you can go to, and which medical procedures you can and can’t have. President Obama is not sure whether the government should have allowed his own grandmother to get a hip replacement. Imagine how Washington bureaucrats will treat OUR grandmothers!

We must take a stand NOW to protect elderly patients, to maintain the high quality of health services in America, and to preserve the essential doctor-patient relationship. Government has already distorted US health insurance markets by making private health insurance too expensive for many Americans, and by making American workers dependent upon on employer-provided insurance. But if you think things are bad now, wait until government completes its takeover of the medical sector. We must STOP the relentless march of socialist medicine!

Here in Arizona, it appears that U.S. Reps. Gabrielle Giffords (D-Pima County), Ann Kirkpatrick (D-Prescott/Flagstaff) and Harry Mitchell (D-Scottsdale/Tempe) are not hell-bent on creating a single-payer, Canadian-style system of government-directed health care. But they are under intense pressure from President Obama and their hard-left colleagues in Congress. We need to give them some grassroots pressure in the direction of freedom!

Harry Mitchell, at 7201 East Camelback Road, Suite 335, Scottsdale, AZ 85251 (on the SE corner of Scottsdale Road and Camelback) from 9 to 10 a.m. Please bring protest signs and water. In TUCSON, the members of the Tucson Tea Party will protest outside of the office of U.S. Rep. SE Valley Legislative Town Hall Forum – Thursday Night

Will the national government complete its takeover of American health care? What will bureaucratic decisions made in Washington mean for elderly patients? Crandall, Driggs, Quelland, Mason & Konopnicki tried to have it both ways on immigration

Rep. Nancy Barto was one of six legislators (aka the “Sanctuary Six“) who walked out during the vote on HB2280, a bill to ban sanctuary cities, resulting in its defeat. As discussed in a prior post, Barto ran on a platform sounding tough on illegal immigration. Turns out her fellow five walkers also have made statements in the past indicating they would be tough on illegal immigration. They can’t have it both ways, if you’re going to represent to your constituents that you will vote for laws cracking down on illegal immigration, you can’t sneak out your responsibility as a legislator to vote, which essentially amounts to a “no” vote defeating the bill. Let’s look at what these other members of the Sanctuary Six said in the past:

There are several issues being addressed by the legislature that are important to me but my top four are education, safety and security, family values and meaningful economic development. Brewer Convinces East Valley Bible Church

The Arizona Republic ran an article Friday covering Governor Brewer’s Thursday night visit to East Valley Bible Church in Gilbert. Tom Shrader is the senior pastor at that church. Unfortunately, East Valley did not have the opposing view represented at the church. Based on the way the article was written, one would think that Governor Brewer had the entire congregation eating out of her hand by the end of the “budget sermon.” It appears that AZCentral website turned off their comments on the article but I’ll reprint it here and let you all comment.

Brewer wins over crowd during talk at Gilbert church

Gov. Jan Brewer is willing to put her political career on the line for a tax increase, and the congregation at East Valley Bible Church in Gilbert just may support her.

“It sure doesn’t help my career,” she said, speaking to a near-full house Thursday night at the church on Elliot Road. “It’s not an easy thing, but it has to be done.”

Brewer spent much of her 90-minute conversation with pastor Tom Schrader talking about the budget, explaining how much needed to be cut, and why.
Several people at the church said they went into the meeting completely against the tax, but that after hearing Brewer’s arguments, decided it was necessary after all.

“The average person doesn’t know how tough it is” to balance the budget, said Mark Shaw, 57. He said he wouldn’t normally support any tax increase, but when Brewer explained the budget problem, he changed his mind.

“It was very enlightening,” he said.

Because some funds are protected by voter mandates, the pool from which cuts can be made is small, meaning the government must slash $3 billion out of about $5 billion , rather than the $11-billion general fund, Brewer told the crowd.

The tax might be career suicide, she said, but she believes it’s the only way to balance the budget.

“I don’t know, maybe I’m hopeful,” she said. “But I think that it’s the right thing to do.”

Brewer’s trip to Gilbert may help her gather a few more votes in November, when she hopes to have a temporary sales tax increase up for a referendum.

After the meeting, people said she had won them over.

“When I came in here, I told my friends, she was not going to get my vote,” said Steve Pass, 60. “I truly believe she wants to do what’s right for Arizona. She’s willing to take on the legislature, and they’re her own party.”

“She convinced me that this isn’t something she’s doing to try and extend her career,” said Colleen Pardo. “A lot of that information was very fascinating.”

East Valley Bible Church hosts weekly meetings each week of the summer that are open to the public, casual, and generally secular, save for a prayer at the end. Brewer also talked about growing up in Nevada and Hollywood, about losing her father and, later, her son.

“I was never angry at God,” she said. “I was angry at people.”

On education, Brewer said she wants to push for a voucher system where parents can choose which school their children attend and the state provides a set amount of money for each child.

That’s not likely to happen soon, she said. She urged parents to attend school board meetings and hold their board members accountable.

“It’s a community thing. You have to demand things in order to make change,” she said, to a round of applause.

She also said she wants more money for teachers. She pointed to test scores and statistics that show that homeschooled and private school children perform better than those in Arizona public schools.

“We need to pay our teachers,” she said. “A lot of (money) gets eaten up by administration.”

Darbi Maki , 28, a middle school teacher, agreed.

“This is just the way it is and what we have to do,” she said.

Pardo was with a group of about 15 children who were all homeschooled. She said Brewer “couldn’t be more right” about the education system.

In the prayer at the end of the meeting, Schrader asked God to help Brewer with the burden of the budget, and for her to find the best way to solve it, “even though we might not all agree with her.”

Tom Boone Announces Exploratory Committee for Senate

PHOENIX – Representative Tom Boone, Republican State Representative for the Fourth Legislative District, announced the creation of an exploratory committee for the State Senate seat in the same district in next year’s election. His statement of organization was filed with the Secretary of State on July 9. After being elected by the voters for four consecutive terms as their Representative, he is termed-out under state law from the House of Representatives.

Under state law, Boone cannot announce he is running for another office until January 2010, unless he resigns his present seat. An exploratory committee allows a candidate to gauge voter interest without declaring he is a candidate for the office.

Boone has been overwhelmingly elected by the voters of his sprawling legislative district in every election, since first running in 2002. The district serves parts of Phoenix west of I-17, Peoria, Surprise, Buckeye, El Mirage, Wickenburg, Prescott Valley, Mayer, Black Canyon City and other parts of Maricopa and Yavapai counties.

In the House, Boone was elected by the other legislators to serve as the House Majority Leader for two years before deciding not to run for the office this past term. He has served as Chairman of the Appropriations Committee, as well as Chairman or Vice-Chairman of several other House committees.

Tom Boone also serves as the President of the Deer Valley Unified School District Governing Board. He is in his second term of office on the board of the fifth largest school district in the state. He had previously served the school district as associate superintendent and chief financial officer before retiring in 2000. Boone is currently the Chairman/CEO of Valley Schools, an insurance trust created by the Deer Valley, Peoria, and Paradise Valley school districts to save money on insurance costs.

Boone and his wife, Vicki, reside in Peoria and have four grown children. He is a graduate of Central High School and Northern Arizona University.

“I have committed my life to public service,” explained Boone, “and believe there is still much to be done. I look forward to the opportunity to continue meeting with constituents in my district and hearing what they want done about the economy, taxes, education, transportation, health care and the environment.”

No Modest Proposal at Shangri-La

Justice Ginsburg Says It All

Let’s just say I am not shocked nor surprised.

For years Pro-Life activists like myself have tried to enlighten the uninformed about the abortion industry and abortion activists and their roots in the eugenics movement of the early 20th century. Margaret Sanger, the founder of Planned Parenthood and the namesake of the largest abortion clinic in Southern Arizona, was very much involved in the “weeding out of less desirables” as indicated in her writings.

Justice Ruth Bader Ginsburg of whom the pro-life movement warned about has always been a strong advocate and embracer of the pro-abortion philosophy.

Not to be an “I told you so” but this is who you get on the High Court when you elect liberal pro-abortion Presidents.

Maybe the African-American community will now realize that they cannot reconcile voting for liberal Democrats like Barack Obama who embraces the wanton killing of African-American unborn babies at rates higher than any other race.

Incidentally, it is unheard of for a sitting Justice to make an endorsement of a judicial nominee as Ginsburg did recently of Sotomayor. I’m guessing that Ginsburg is signaling that she will be stepping down very shortly – before the High Court convenes for the next session.

Rep. Barto ran on a platform of being tough on illegal immigration

The recent vote on HB2280 made it clear which legislators want to crack down on illegal immigration, and which ones don’t (perhaps they’re beholden to business interests?) Rep. Nancy Barto, Rep. Rich Crandall, Rep. Adam Driggs, Rep. Doug Quelland, Rep. Lucy Mason, and Rep. Bill Konopnicki all conveniently walked out just before the vote on HB2280, which would have banned sanctuary cities. Skipping the vote has the same effect as voting no, although those legislators are probably hoping the general public doesn’t realize that. House Republicans who stuck around to vote no were Rep. Andrew Tobin, Rep. Russ Jones, and Rep. John McComish.  In the Senate, Sen. Carolyn Allen and Sen. John Nelson voted no. Folks, these legislators are the Republican legislators who aren’t cracking down on illegal immigration, contrary to the platforms many of them ran on.

Rep. Nancy Barto, in a defense of her non-vote posted on this blog, said she had national interviews that conflicted with the vote. But that’s not what we elected her for. We elected her to serve in the legislature and vote on legislation, not to do national interviews. And this sanctuary city bill was one of the most important bills in Arizona, since we are overrun with illegal immigration.

Rep. Barto ran on a tough platform against illegal immigration. She can’t have it both ways. She needs to represent the constituents who elected her based on that platform, not cave in to special interests after she gets elected. Here are statements she has made about illegal immigration when running for office, indicating she would be a strong proponent of laws against illegal immigration:

That’s why Nancy supports taking every necessary step to secure our borders and stop those who choose to break our laws and come into Arizona illegally.

Most people who come here illegally are here to work, so passing tough employer sanctions legislation in 2007 was the single most effective step the legislature could take to address the situation. And it is definitely having its effect. When an employer risks losing his license to do business by hiring someone unauthorized to work in the U.S., they will stop hiring them and people will naturally stop crossing the border to work.

We need the smartest people in the room, coming up with the best solutions that are so outside of the normal scope and sequence; otherwise, the state is literally going to fiscally implode. We are outta amps and we gotta get the crew home.

Stimulus and Pick Anyone?

Work with federal stimulus funds and ask that they be re-issued from pet project expenses to other transportation like  alt-fuel buses and state roads. Do not assume we must take the stimulus money handed to us without a state review.  I do not care if it’s already been allocated. The 10th Amendment overrides all Congressional Revenue Packaging.  Look it up.

Get the good Governor and lege to write an appeal to the POTUS Administration and put the appeal on every website with a big press conference.  GO on FOX, CNBC, CNN, every blog, and even the mindless local news.

We need to ask voters  to approve a new lottery game, not a new tax.  With that, we can either rewrite or restructure legislation currently authorizing lottery funds that go to transportation.  All of that money should be re-issued to vital social services. There are 250-500 million dollars of potential needed right now.  Add a  major game to counter the expenses.  Most of that money is currently going to transportation, and that stimulus money AZ is taking should be supplementing transportation this year.

We need a program audit with a five point rubric.

All social services will be required to determine a treatment plan track for all recipients.   Review every agency by letting them know all funds are suspended, with IOUs only until they submit clear reports of expenditures and goals met. From state educational remediation to local counseling stopping criminal recidivism of teens, all programs need exit plans for all clients.  Within the year, if said programs do not meet criteria, meet the quota of graduated clients, the programs are either limited and on notice or cut completely. The audit, if a rubric, will offer simple and straightforward alignment. Clients must move out, make room for new, and help others.

Use all money for ONLY the programming proven to meet criteria. Every single agency goes on probation with 12, 18, and 24 month goals. No exceptions.  Think of it as No Tax Dollar Left Behind.

Audit repetition and eliminate it.

We need one clearing house of state social services and look for doubling up. If the IRS can find under/over expenses, we can screen.  With that, all programs need to meet mission statements and flow chart templates.  MANY agencies are complete mysteries and absolute clusters of mess.  Many agencies have no accountability.  NO private business would survive doing this.  Look at the highly successful University of Phoenix.  It thrives on scrutiny, highly structured programs, job descriptions of minute detail, and yet a McDonald’s approach to service and product.  Everything is designed with clear scripting.  Human services becomes interchangeable parts and those that produce get perks.  That’s why they work, and are growing like crazy, yet can charge very high tuition.  Employees are watched by the all-seeing eye with continuous audit.  They created a niche and tailored a new Big Mac of Education.  It pays and the model of development is a masterpiece of MBA-style machination.  U of Phx could revamp and tailor social services, even getting it in the black within a few years.

Finally, tell the agencies that they must cut more.  Period.

Some of the money MUST go to an audit, but have it run by a small commission panel of investigators.  All programs funded must either show client graduation from services and levels of functioning.  We need to foster self-sufficiency or the social servicing is not solving anything.

The federal government is creating a census of how many times we turn on the lights or how often you drive to the corner.  It’s a huge invasion being created as a data base of citizen activity.  We can definitely audit the money usage we pay.  We are the boss and the legislature needs to respect the job of watchdog.

Another Modest Proposals: Tax Those Who Want to Pay

OK, I’ll admit I’m really beating a dead horse here but let me throw out another approach to this sales tax increase.

Why don’t we apply the sales tax increase in those counties where Democrats hold a voter registration edge? Based on Democratic leadership we know that raising taxes tends to be an acceptable approach to pay for government spending. I’m sure that these Democrat strongholds will readily accept paying more for more government.

Even better, why not apply the sales tax increase in those legislative districts where the State Representative(s)/Senators vote in favor of it? Let those who support it serve as the proxies for the voters who elected them and are willing to pay the price.

Of course this will never fly because they know just how the voters will react to higher taxes – they’ll lose their jobs next election. And even if it did get implemented that way, where do you think all the money will be spent? In those districts where the rep voted against it and there is no tax increase. The voters will certainly learn where those district boundaries are located.

Tempe Loses Second Court Battle over Tattoo Studio

Phoenix–Superior Court Judge Robert Oberbillig ruled today that the City of Tempe’s revocation of Tom and Elizabeth Preston’s business permit, based on the perception that their tattoo studio might attract crime, was “arbitrary and capricious” and ordered the City to immediately reinstate the couple’s permit and allow them to open their business.

After almost two years in litigation, the Prestons finally had their day in court on May 11, 2009 and justice prevailed: Judge Oberbillig ruled that Tempe had no right to revoke the Preston’s permit. But instead of adhering to that ruling, the City of Tempe filed a motion asking the judge to give it another chance to make its case, effectively asking for a “do-over.”

“It’s the Prestons 1, Tyranny 0,” declared Clint Bolick, litigation director for the Goldwater Institute. “This decision elevates the rule of law over political whim.”

Bolick urged the City to give up the fight. “Not only have the Prestons lost precious business opportunities for two years and counting, but the taxpayers are paying for this legal battle and losing tax revenues.”
 
The City of Tempe has 30 days to appeal the ruling.
