Fun with Budget Negotiations

The latest gambit in Governor Brewer’s increasingly strained negotiations with the Legislature is a lawsuit she intends to file today forcing the Legislature to send her the recently passed budget that she will presumably veto in an attempt to start the process over with less than three weeks to go.  

The Governor has backed off on her insistence that the FY’10 budget include a tax increase and is now calling for legislation to put the tax increase on the ballot at some time in the future.  I suppose that’s a logical negotiating position on her part – “I’ll give you a no tax increase budget for FY’10, if you give me the tax increase vote in return.”

One problem.  

How does it pass the Legislature?

In theory, you have two somewhat realistic options to pass it in both chambers.  

First, you convince Republican legislators that this isn’t really a tax increase, just a vote to give voters a choice.  You then hope that the desire to finish this marathon legislative session outweighs the reluctance to vote for the tax increase.  Odds of this happening – probably slim and none.  

Second, you try and convince Democrats to provide a large majority of the votes and then try to pick off and/or buy Republican votes to get yourself a majority.  Odds of this happening – slightly better, but it would fly in the face of strong Democrat opposition to the sales tax and their desire for something with a little more, shall we say, oomph in the tax department.  It also assumes that there are enough Republican yes votes, something that is by no means guaranteed.  

This is probably why the Governor wants the budget bills.  Vetoing them serves her purposes in both scenarios.  In scenario one, she can increase the desperation about passing a budget by vetoing these bills.  If these ones are off the table, she apparently believes she is in a stronger negotiating position as the fiscal year nears an end and Legislators come under increased pressure to strike a deal.  

In the second scenario, she is in better position to buy both Republican and Democrat votes for her tax increase if she can play a big role in the crafting of a new budget.  

Fun stuff.  Aren’t you glad you’re not a Legislator?

One percent budget reduction not crippling

We have a new entrant in the K-12 fable-making industry: a website called Stand Up for Arizona.

A few weeks ago, the Arizona Economic Council created an advertisement equating Arizona public school funding to that of a Third World country. Of course, Arizona spends many times above and beyond the wildest dreams of Third World school administrators. But that didn’t stop them from making the claim.

Stand Up for Arizona is not so reckless with the truth. Not quite. The website does, however, complain bitterly about the $133 million in K-12 reductions in the legislature’s January 2009 budget fix:

These devastating cuts have forced already underfunded K-12 schools to lay off teachers, eliminate programs, and cancel orders for books and school supplies. Over 5,500 teachers and 2,000 school employees from 120 districts across the state have been laid off. Many of these cuts were so severe that schools had no option but to cut into core academic areas like English and Social Studies.

The writer neglects to mention that total revenue for Arizona school districts was more than $9.2 billion in 2007-8. The January reductions amounted to something in the neighborhood of 1 percent. That’s far from “crippling,” as Stand Up for Arizona suggests. 

Stand Up for Arizona isn’t doing itself any favors by crying wolf at minor reductions. Arizona faces a daunting new fiscal reality. Public schools needed to do more to boost student learning before the crisis. Now they will have to adjust to doing more with less.

AZ Civil Rights Initiative moving through legislature

The Arizona Civil Rights Initiative (SCR 1031) will be heard in the Senate Appropriations Committee on Tuesday June 16 at 2:00pm.

SCR 1031 will amend the state constitution to prohibit affirmative action programs that grant preference based on race or gender in public contracting, public employment or public education.

In Arizona, if the House and Senate vote in favor of such a concurrent resolution, they can refer the Civil Rights Initiative to the general election ballot for November 2010.

The House Government Committee passed the House version of the bill last Wednesday 6 to 3. The Republicans on the committee voted unanimously to pass the bill. Republican members, Antenori, Crump, Driggs, Gowan, Montenegro and Nichols deserve praise for their support to end race preferences in public contracting, public employment and public education.

We need to show the legislature that there is strong support for ending affirmative action programs that grant preferential treatment in our state. If you or friends and family can attend all you have to do is sign in and specify “in favor of,” you will not need to prepare any comments or speak on behalf of the bill.

The ACLU, NAACP and other members of the left will stop and nothing to preserve their radical agenda. They will be at the committee hearing in full force misrepresenting the initiative. Now is the chance to fight back.

Dumping & Receiving the Welfare Class

With California poised to dramatically slash its welfare programs and Arizona still trying to determine how it will close the Napolitano spending spree deficit, I have to wonder if our legislators are thinking far enough ahead to prepare for a mass exodus from California? When (it’s not a matter of “if” anymore) California’s government “folds,” Arizona, Nevada, and other surrounding states should expect to be overwhelmed by those in the California welfare class crossing our border to jump on our roles. Unlike illegal immigrants, we can expect these folks to be more demanding with really no other place to go.

Trillions & Trillions with No Accountability

Surprise Council Hands $50,000 to Local Chamber

From the chapter on taxpayer-funded handouts, here’s a story on more of your local tax dollars being used to “help out” another private entity. In this case, the Surprise Chamber of Commerce.

Surprise to help Chamber finance new location” – Arizona Republic, June 13, 2009

According to the vote, the Chamber is to use $35,000 to help them relocate their office out of a strip mall to a new location and $15,000 is to be used to find and hire a new CEO.

I have to wonder how the council would vote if another organization like NFIB came asking for $50,000. Of course, the Surprise Chamber is now beholden to the Council to the tune of $50K.

An Interesting Reason to Get Rid of Clean Elections

This coming Monday, the Senate Judiciary Committee is scheduled to take up a proposal by Senator Jonathan Paton to send to the ballot a measure to get rid of Clean Elections.  

I for one, support that measure for the same reasons many do who follow politics in AZ.  I believe that the system is irreparably flawed and serves as a drag on free speech.  I also oppose the idea of using public money for political campaigns.  

But courtesy of Freshman State Senator Steve Pierce there is another reason to get rid of Clean Elections that most of us haven’t thought of.  

From Today’s Capitol Times:

“Clean Elections gives you a lesser quality of people, and I think people should have to raise their own money,” 

Lesser quality of people?

Considering that a significant amount of Senator Pierce’s colleagues have utilized Clean Elections at one point or another in their careers, one can only imagine what Senator Pierce must think about the people he serves with.  

Matricula Consular card a failure, but will Napolitano apologize?


You may recall that Janet Napolitano vetoed a bill that would have prohibited government from accepting the matricula consular. Now it turns out that everyone including the police agree this card is garbage.

A recent legal review revealed a Mexican identification card issued to more than 231,000 people in the Valley fails to meet Arizona traffic law, leaving some illegal immigrant motorists subject to arrest during routine stops.

Tucson police Sgt. Fabian Pacheco said officers have the discretion to make an arrest if they feel they cannot identify a subject based on the matricula card alone.

“It serves very little purpose,” Pacheco said. “I can see the Mexican government’s and Mexican Consulate’s attempt to provide something for their citizens . . . but you have to be careful not to interpret it as a legal document.”

When will Napolitano apologize? This is who was best qualified to be Chief of Homeland Security?

The War of Websites

The Yuma Daily Sun is reporting on Thursday’s visit by Phoenix strip-mall developer, Jim Pederson. During his visit, Pederson the former candidate for US Senate, promoted his latest publicity stunt website as he prepares for a run at Governor. The new website, called StandUpforArizona.com, joins a growing lineup of other websites/organizations that all claim to have “the solution” to make Arizona a better place.

Just within the last two weeks, the Governor’s business supporters launched a statewide campaign called “Building A Better Arizona.” Their objective: to pressure Republican legislators to vote to put a sales tax hike on the ballot. Then there’s highly-likely Republican gubernatorial candidate, John Munger, who launched another website months ago called ImagineArizona.com.

In case your wondering about the proliferation of all the [fill-in-the-blank]Arizona.com websites, its a campaign strategy. In this day and age if you’re politically astute, you’re on the web pushing your ideas. Without making an announcement, it’s a way for them to get their ideas out in the public arena while drawing exposure to themselves. Just look at any major political candidate running for office in the last 20 years. They all released books and high profile websites prior to a run for office (Gore, Kerry, Obama). 

Pederson’s motive is pretty clear. He’s running for Governor. Even Attorney General Terry Goddard realizes this and we know he is feeling the pressure. Maybe that’s why Goddard made his pseudo-unofficial-official announcement last week in the West Valley stopping just short of resigning (as EspressoPundit covered).

And the war of websites can only escalate as Terry prepares to launch his own version of some nifty pro-Arizona website. May we suggest a a few names like KumbayaArizona.com or TheAudacityofArizona.com or maybe, IdLiketoTeachAZtoSing.com? (Maybe our readers can add a few more here.)

Getting back to the Yuma Dail Sun’s coverage, Pederson made a few statements that cannot go without comment:

The Legislature is cutting back on education funding, and if they pass the current budget, we’ll be 51st (including Puerto Rico) in per-pupil classroom funding.

Does this sound familiar? Actually, the last time we heard talk like this from Democrats, they were complaining that Arizona was ranked 49th – Not quite the bottom of the barrel but close enough to be right above Mississippi, Alabama or West Virginia. The funny thing is that there are already a dozen states all vying for the title of 49th in public education! Pederson’s comment reminds me of the character Penelope on SNL who tries to out do everyone else in the room. Apparently, being 49th wasn’t low enough for Mr. Pederson?

Another statement which really stuck out was:

We created the Web site as a way for people to mobilize others in their community who don’t have a voice. There’s a tremendous amount of pain in Arizona and people are suffering in silence.

Maybe Pederson was out of the state and country on April 15th and missed the tens of thousands of mad-as-hell Arizonans rallying against out-of-control spending, over-taxation and bailouts? Yes, there’s a lot of pain but it’s not because people are demanding more government dependency.

Finally, YDS reported:

Pederson cited recent layoffs of Arizona tax auditors as a false economy that has cost the state more than it has saved. Because there are so few auditors now, the state could be losing substantial revenue from businesses who may not be paying their fair share of taxes but Arizona will never know without an adequate staff of auditors.

Did anyone catch that? Pederson believes that too many government auditors were layed off and, as a result, the state is unable to enforce the collection of taxes from businesses! Pederson fails to realize that our revenue problem is not because of a lack of government auditors, but rather, the fact that the economy is at a nadir in the economic cycle. No number of tax auditors is going to make up the difference in Arizona’s lagging revenue stream.

Pederson’s appearance in Yuma on Thursday was nothing more than an attempt to beef up his exposure as we near the 2010 election cycle. He’s gotta tout something and blame someone for our economic ills while at the same time emphasize his alpha Democrat standing in the race against Terry Goddard.

As Time Goes By: Resistance Trumps Extremism

DSW wrote a great post, a pointed starter piece as a catalyst of thought:  he asked of revolution and what IS HAPPENING in our society?  As the right wing extremist gets a face today, and the liberal sanctimony rachets up, I think of the movie Falling Down.  Michael Douglas is a marginalized, conservative soul, donning a brush cut.  He goes wacko and implodes. We watch the spiral down, feeling his small story of a small man. It’s Dostoyevsky’s Notes From The Underground  in the flesh. He’s also a character, not a real person–an amalgamation of cliche and stereotype as all characters are in a good tale.  But what happens when society hands us brazened crazies depicting a cliche, right down to a name that sounds like a fake in a comic strip?  I truly think most movie producers would change  the Holocaust Museum shooter’s description  a bit to sound like less of a stereotype.  But he is a real person as the media tells.

Conspiracy Theory

To conspire is to team up and coordinate before a negative event. From Bilderberg, 9/11 Blamers, Ghosthunters to UFOs, we can find this aspect of angst.  We are geared to look for the message between the lines, to look for shadows in the hall. We were raised to value hidden messages as that’s the core of advertising.  Whether  a lady’s image hidden in an ice cube reflection, or a nano-second flash of programming words, we believe in being manipulated. 

Research and development, engineers of innovation attract Dilbert.  It’s the MBA skim-knowledge, marketing type ‘dude’ that get the girl though isn’t it? Focused on a goal and working toward his objective to beat his rival and get higher quotas by the end of the quarter. Basically, the end justifies the means in marketing.  Lobbyists or non-profiteers; used car salesmen or green energy developers: we are all trained to sell. But what happens when no one is buying it anymore? While you might invoke retooling, the trend in democratic circles is to haze the buyer, and shame the citizen into line.  Obi Wan Kenobi’s got nothing on the liberal marketing gurus.  Make it uncool to do anything unique  or to question the authority of the big head. 

We are seeing martial law on Capitalism and this is a painful sword in the side of the common man. 

Liberals promote agnostics of values.  They think having values are good when putting on show for their kids ( say please honey, or make sure to share your things sweetie), but they do not know for sure if personal values, if having an internal locus of control is healthy.  It take a village to raise a child people! Oh and never miss the opportunity in any crisis either.  Everything is about the group think, opinion polling based numbers to be manipulated.   None of them knows the art of opinion seeking:  to understand a commonality of thought and desire. That requires the ability to question, not just developing any old answer. They do not commit to a decision without a certain percentage of favorables.

Triumph of the Nerds

But the ability to question authority seeds development.  We need to ask why and look for what and how. Nerd thinking led to the technology we embrace, and created the foundation of our capitalist base.  Nerds are ultimately individuals who stand alone, often working overtime in their pjs while revolutionizing the future.  BUt the 21st century nerd gets girls, is a girl, has a family, and makes good money.  The guy who skipped frat parties, took up library tables on friday night, and forgot to eat lunch because he was working, that man changes the way information travels. It’s when nerds start organizing,  meeting other individuals, small businessmen, family people, home schoolers, smart girl politicos, all questioning collectively, and looking with descretionary, scientic methods,  that we get the fear factor of the left.  We become  their prototype conspirators.

Faith-based feeling and thought becomes a pathology in a liberal world.  When faith-supported values, from a collection of individuals, desiring to be left alone and raise their familes in a country of  limited government, that  proves we are not of the cool crowd; we get mocked and belittled.  We deserve swirlies and a beat down after lunch.

But in the last twenty years, the dweebs of individualism, the deeply believing judeo-christians, and the average family guys are finding common ground. Merging and evolving parties of political development mixing intellectual pursuit with faith in a higher power does not compute with the old guard libs.  I submit, the insecure self-appointed cool guy bully types are seeing they are not the majority, but only a loud minority. 

The Left is Behind

Liberal Rapture equals all intellectual property and centralized cliques of community organizing getting taken up to Washington DC.  Think of Janet Napolitano as she was swept up in the Liberal Rapture.  Lots of looking at each other happens as they peer down from on high, judging us, the little people, as they  decide who gets a new hip or cancer treatment.  POTUS’ Czar-o-cratic teams find little flaw with plans on paper and put them into practice. It doesn’t really matter if the social experiment  fails, it’s all about statistical significance anyway, as the fly-over state is irrelevant.

Community Organization

Is the Borg of Libs cracking?  What happens when the Borg is proven to have weaknesses?  Resistance is then NOT futile but cogent and vital.  Shane asked if it’s a revolution, and I say, not exactly: I suspect it’s a freedom-loving resistance.  We become not a Dostoyevsky’s Underground Man ,sniveling alone.  A thoughtful, calm Resistance is an Underground Railroad: a resistance to the evil group-think and control.  We are angry as a group of conservatives, but I think the stages of remorse are evolving into action of principle, non-violence, and faith in the Good.    Do not let the liberal media get you down, selling us on the thought that one extremist, the lone gunman incarnate, is anything but a news cycle hook; marketing by the main stream media chomping at the bit for an excellent 20th century stereotype.  He is the posterboy of the  Leftie Fear Base.  He is the reason Janiene Garafalo, Sean Penn, and George Soros get up in the morning.  This story may never lose it’s cycle on CNN.

The Purpose Driven Life

But Resistence is not Futile as long as it’s Purposeful.  Messages don’t have to be as long as my writing :-) , in fact, we can learn from the left.  Use their playbook and remember how well they market.  I said in a recent post elsewhere, that we need a conservative, republican platform written like a mission statement with an index card of highlights that would fit in a pocket.  We cannot have a platform longer than the Constitution it supports.  We need purpose driven values and soulful sound bites of tight talk:  Limited Government, Pinpoint Spending, Representation before any Taxation, Check and Balances  which are Clear and Level, and finally a Contract of Commitment with regular Performance Reviews.

We’ll Always Have Paris…

Finally, I put forth the true example of how resistence is played out in the culture of film.  Rick and Ilsa meet up in Casablanca.  Rick was left with his heart on his sleeve, hurting and confused as to what happened?  Ilsa could not get away from the reality of the war, her husband a Resistance Leader, and the juxtoposition of wanting to ignore the reality but faced with Good v. Evil.  Casablanca is a wonderful metaphor of today’s conservative angst, in love with the past and not  ready to face the world as it is.

But then, Rick lets Ilsa go, the Resistance was in the good, and he could not deny he must let values triumph.  Even though he was dumped and ignored, he still loved Ilsa and the life of ignorance in that short time in Paris.  People were literally being rounded up as they fell in love.  But Ilsa never followed him, and he hid out in small business, hurting over the past.  He hid in Casablanca.

Rick is the conservative businessman, denying the world around him. But he does have values and if for no other reason than that he mirrors Ilsa’s commitment in her love and in her desire for life.  She has moved on, the world cannot be ignored anymore as they did in Paris.  Rick must face the world as Ilsa already has done. With “As Time Goes By” playing, Rick knows he cannot take Ilsa away from her mission and her good fight; love triumphs as the Resistance matters more than a love of something once had. We too must see the world as it is as this time goes by.

*Casablanca means White House and Ronald Reagan was up for the Humphrey Bogart’s role- facts that add to the layers of the metaphor, here in my pj media mind.

Sotomayor not a shift to the left compared to Souter

The candidates considered by President Barack Obama for the seat of retiring Supreme Court Justice David Souter ran the gamut from mainstream to radical. In choosing Judge Sonia Sotomayor, Obama appears to have resisted the impulse to choose a justice who would try to remake the Constitution, in favor of a well-qualified judge who usually votes along liberal lines but shows an independent streak.
 
Critics have focused on comments Sotomayor made that her ethnicity and gender may influence her decisions. If they have, it’s not obvious in her judicial record. A former prosecutor, Sotomayor generally has taken a moderate position in criminal cases. She voted to uphold a federal government ban on the use of foreign-aid dollars for abortion. She upheld a family’s unilateral placement of their disabled child, who was receiving federal funds, in a private school. She dissented in a First Amendment case that upheld a city’s action against a police officer who anonymously spread racist propaganda off-hours, despite the fact that the speech offended her.
 
Three decisions, however, are especially troubling. In a case that presently is before the Supreme Court, she voted to uphold a city’s action in throwing out the results of a civil service examination because too few minorities were promoted. She voted to uphold a particularly brutal abuse of a city’s eminent domain power. (So much for the “empathy” Obama purports to value.) And she ruled that the Second Amendment right to keep and bear arms does not extend to the states. David Souter, the justice Sotomayor would replace, also ruled in favor of racial preferences, upheld eminent domain abuse, and took a restricted view of the Second Amendment.
 
Overall, however, if her appellate court record is an indication of her views as a justice (no sure thing), she will be less of a doctrinaire liberal than Justice Souter. We should hold her accountable about cases in which she strayed from the Constitution–but also consider ourselves lucky that Obama did not choose a nominee who exhibits disdain for the rule of law.

Boiling Over?

OK, so I acknowledge that the title of this post is certainly provocative and I’m sure that some of our readers and commenters will accuse me of “feeding the mass hysteria” but let’s take a moment and observe some incidents and discuss whether we see any particular trend taking place.

Today we watched as some evil wack-job white supremacist walked into the Holocaust Museum and shot two guards killing one. Last week, an Islamic extremist in Tennessee shot two Army recruiters killing one. Over a week ago, another homicidal pro-death nut job murdered abortionist, George Tiller. Yes, these are extreme fringe individuals who do NOT represent the majority of politically involved people whether liberal or conservative.

And let’s not confuse these wackos with the tens of thousands of individuals who having never participated in a political event or rally, gathered across the country on tax day to express their views on taxes, bailouts, spending and federal power.

You’d have to be oblivious to the observation that there is a lot of anger in this country. Some of it has been controlled, organized and kept in check. Unfortunately, there are those extreme and isolated incidents where it boils over, explodes and some raving lunatic goes off the deep end. In NO WAY do I condone those individuals nor their actions.

My observation is that in all my politically aware years (30+), I have never seen this much frustration and anger. I will argue that the vast majority of the unrest is driven by the economy and exacerbated by the direction that the country is heading by the new administration and Congress.

My question to our readers is, are we really trending toward a political revolution in this country? Are many of you getting a sense, like me, that we are going to see more incidents boil over as those in political power push the country further toward socialism?

Now those of you who have a knee jerk reaction to this post and want to accuse me of being an aggravator or bomb thrower, you’ve misunderstood this post. Read no further. Go back to the beginning and read again.

Let me be clear. In NO way do I advocate bloodshed or violence. Excuse the colloquialism but this has to be about ballots NOT bullets.

Do I think the country is heading toward a revolt, coup, overthrow, rebellion? I sure hope and pray not (after all one of the most unique characteristics of our country is the peaceful transition of power). But given the amount of frustration I’m sensing, I would not be surprised.

UPDATE: I just turned on FoxNews to catch the late night rerun of Glenn Beck and here was his opening segment. (I missed the 2 PM airing earlier this afternoon due to a meeting.) This kinda freaked me out.
