Every property owner countywide pays a property tax to support county libraries, yet all the libraries are built to serve folks in the unincorporated areas. So residents of Phoenix, Mesa, Tempe, Glendale, etc are double-taxed, paying for their own city libraries then beign required to pay for libraries in the rural areas as well.</description>
